Rapture Fallout

So now that the Rapture plot has been wrapped up, McCoy would've brought up the issue at a meeting (I'm sure along with Steve Rogers and others, since it's a very pressing concern). The issue now becomes one of 'what happens to Rapture in the wake of this second awakening'. I know that Bones, personally, is of the opinion of blowing it up without input from the islanders, but that would be the motion he brought forward.

So, a) is Rapture left intact or destroyed? and b) is this a measure that's put to the people for support?

Addressing the Widespread Fear

So as people's Fear plot hallucinations become more severe, Steve went into the back issues of the newspapers, the council and IPD files, and spoke with Peter Parker who mentioned he'd observed records of a strange rash of fatalities in 2007 around Halloween. He is now convinced that the events that lead to those deaths are occurring again, and if going to want the council to instate a kind of state of emergency.

He'll want to use the radio, the newspaper, the clinic heads, IBI and IPD to try and canvas the population, encouraging people to come forward to detail what they're experiencing, so that they can stop it or at least be prepared for what will be manifesting, if it does eventually manifest.
